Planning Board Minutes

November 4, 2008

 

1. Call to Order: 7:00pm

 

2. Attendance:  Chair: George Sprowl, Vice Chair: Paul Leeper, Dave Marceau, Jack Degraff, Peter Jolliffe, Dave Marceau, and Steve Porter.

 

3. Minutes: Review of October 7, and 21, 2008.

Motion made, seconded and passed unanimously to accept October 7, 08 minutes with minor corrections and to review October 21, 08 next meeting. 

 

4. Applications and Requests: 

Larry Jones of 58 Cobb Rd. Belfast Me, was the  authorized contractor and representative of owner; Judith and Steven Creel of 2567 Westminster Terrace, Orlando Florida and said owner of the application property of 206 Walker Road Map 11, Lot 13.

Larry came before the Board with an application for a foundation and addition to the property.    Frank Therio the Code Enforcement Officer, has inspected the property and finds it to meet the 30% expansion rule, but was not at this meeting.  The Planning Board also found his proposal to meet the 30% expansion rule and made a Motion to accept the application which was seconded, and passed unanimously. An application fee was submitted and accepted.

 

5.  Communications: The Planning Board Clerk spoke to Bruce Brierly about the time frame for having proposed changes and meetings before town vote.

The Town of Searsmont shall conduct a public hearing before any property is rezoned.

Notice of this hearing must be posted in the Town Office at least 13 days before the public hearing. Notice must also be published at least 2 times in the newspaper having general circulation in the Town of Searsmont. The date of the first publication must be at least 7 days before the hearing. Notice must be sent to the owner(s) of the property to be rezoned and to the owners’ last known addresses.  This notice must contain a copy of the proposed conditions and restrictions with a map indicating the property to be rezoned. 

          All changes discussed at the Special Town meeting must be posted 30 days before the Town Meeting in March, this includes all warrant language.     

 

6. Old Business: Review of the proposed Searsmont updated Shoreland Zoning map and Resource Protection areas were discussed.

     Pete Jolliffe brought in updated maps of the Town of Searsmonts Resource Protected areas and IWWH maps. The focus of the evening was reviewing, comparing and contrasting the Town of Searsmonts Resource Protected map and the Inland Wading bird and Waterfowl Habitat (IWWH) maps.

 

7.  New Business:  None
