Planning Board Minutes
May 6, 2008
1. Call to Order: 7:00 pm.
2. Attendance: Chair George Sprowl, Vice Chair:
Paul Leeper, Jack Degraff, David Marceau, Andrea
Walker, Peter
Jolliffe, Steve Porter.
3. Applications and Requests:
A. Louise
and Thomas Richter, of 191 Pitcher
Rd. Belfast came before the Planning Board for a Shoreland Zoning permit on the
Pond Road, Map 7 lot 59. Application is
for a new home, garage, and driveway. Dave Marceau excused himself from the
application process due to a conflict of interest.
Motion made,
seconded and passed unanimously to
accept application as it passed all standards.
B. Bonita Johnson came before the
Planning Board with a request to open a seasonal farm fruit and vegetable stand at : 7 Woodman’s Mill Road in Searsmont Me 04973. This Pre-site plan for a Farm Stand included a 1x30 foot sign that will be placed
on the barn that will be used. Her proposal also included a notary stamped document by the property owner, James Jefferson, allowing use of his property for
this.
Motion made,
seconded, and passed unanimously to issue a
permit, as it met all standards.
Motion
made to waive any fees associated with this application was seconded and passed
unanimously.
C. Cathy
Anderson of the New England Road, Searsmont came before the Planning Board
to propose a minor sub-division into 4 lots on Tax map 3, lot 73. Proposal was
to only sub divide the land with no proposals to build. After proposal was
heard, the Planning Board issued further requirements and needed proof as
required under the 1102.4 C4-a thru 1102.4 C5-1 of the Land Use
Ordinance laws for the Town of Searsmont. She will bring the burden of proof of
the following required information to the next meeting on May 20, 2008:

Motion made, seconded and passed unanimously to waive
1102.4C4-h; 1102.4C4-I; And 1102.4C4-j
as it does not apply.
Motion made
seconded and passed unanimously to waive 1102.4-k because the Planning
Board has
this soil information on the
town tax map.

C 4-n meets requirements as the owner has the original waste water plans for
the existing structure.
Motion made,
seconded, and passed unanimously to accept owners 1” to 400’ scale for the map
of her
proposed
land division for her plan submission.
Motion made, seconded and passed unanimously to waive the
site walk, as it is stated on the towns tax
map.
Motion made, seconded and passed unanimously to waive
Ordinance 1003.1 requirements of the
general application procedure. As
she will be fulfilling such requirements under 1100
Ordnance laws.
In addition Owner Cathy Anderson will
provide A USGS topography map for Map 3 lot 73 and will call the registry of
Deeds for requirements of her proposed map plan submission.
4. Minutes: Review of April 15, 2008 minutes.
Motion made to accept minutes with minor changes, seconded and passed
unanimously.
5. Communication: Conveyed what Steve expressed regarding the duties of the
Comprehensive
committee.
6. Sub-Committee: None
7. Old business: None
8. New Business:
A. Change table in Section 800
under Signs from Y to C. It is the Code enforcers job to inspect
signs in the village core,
extension and Rural areas.
Motion made, seconded and passed unanimously.
B. Discussions on adding disclaimers
on the internet containing it’s material, and adding the dates to the Comprehensive plan of when and what
sections are updated, were held.
C.
General Standard Site Plan Review: Discussions on organizing this
section was held.
