Planning Board Minutes

June 17, 2008

 

1. Call To Order: 7:00 p.m.

 

2.  Attendance:  Chair: George Sprowl Vice Chair: Paul Leeper, Jack Degraff, David

                           Marceau, Peter Jolliffe, Steve Porter.

                           A special presentation by Lee Woodward.

 

3.  Applications and Request:

    A. Review of the Anderson application: Kathy Anderson came before the Planning Board to withdraw her application for a subdivision located on the New England Road, Map 3 lot 73.

Motion made seconded, and passed unanimously to accept Kathy Andersons withdrawal.

 

Based on facts presented to the Board by, Kathy Anderson that it is too costly for her to subdivide and has other options that are monetarily within her capacities. There was a

Motion made, seconded and passed unanimously to rescind Kathy Anderson/Plaisted Subdivision application.

 

4.  Minutes: Review of June 3, 2008.

Motion made, seconded and passed unanimously to accept with minor changes.

 

5.  Communications: 

      Lee Woodward presented the Planning Board with several topics of discussions centered on the process of applications of subdivisions.  Lee Woodward explained the following criteria are necessary for a completed application, under which no circumstances should be waived.

1. A survey of the land should always accompany the subdivision proposal.

2. If any waiver is to be made it must be stated on the Subdivision Plan.

3. All Standards of the Ordinance must be met, Section 1000 and 1100, and finding of facts are needed for a site plan standard without exceptions. After all our standards are met, it should be double checked by the states standards.

4.  All Applications can not be completed without a registered architect, surveyor or an engineer conformation signature attached, and only then is it to be accepted and have appropriate seal. And it must be recorded in 90 days at the Registry of Deeds for it to be legal.

5. Lee Woodward advised against waiving anything that has to do with public safety. And that all plans should be reviewed at least three times/meetings before completion.

6. Waiving a public hearing to the subdivision is discretionary as it is stated in the Comprehensive plan it may be a possibility. 

  

 

 

6.  Old Business:    

        A discussion took place regarding the updating of the current Searsmont Comprehensive plan. The Current 1993 Comprehensive Plan doesn’t expire until 2012 as it is. The Planning Board decided to accept the Plan as is, and made a Motion that was seconded, and passed unanimously, to have a Comprehensive Committee in place by the year 2009 to begin reviewing it and suggesting changes that need to be made for it to be in compliance by 2012.  To aid in the process the following information was discussed:

** The Comprehensive plan will need to be submitted by 9-20-08 to the State if Planning Board decides to go with the Old Rule. No need for a town vote for this.

** According to Stacy Benjamin, new data, & maps from the State on the town of Searsmont and surrounding towns are projected to be out in June 08.

** Projected State Shoreland re-zoning will be out in October-08.
