Planning Board Minutes

January 2, 2007

 

1.     Call to Order: 7:00 p.m.

 

2.     Attendance:  Chair: George Sprowl, Vice Chair: Paul Leeper, Evie DeFrees, Peter

        Jolliffe, Jack Degraff, Steve Porter, and Dave Marceau.

 

3.     Review of Application and Requests: None.

 

4.      Minutes:  review of December 19, 2006 minutes.

                         Motion made, seconded, and passed to accept minutes as they are.

 

5.     Communications:

Ÿ         Dave has DVD. A brief discussion was held on the content for town planning.

 

6.      New Business:  None

 

7.       Old Business

 

Ÿ         Evie presented maps and materials from Inland Fisheries and Wildlife to the Planning Board.

 

Ÿ         Dave presented his map template for a minor/major application to the Board again with new adjustments to it, after meeting with Frank. This  included:

 

1.      Map drawn to scale

3.  Signature on map.

4   Require two maps- 1 existing conditions and 2. Proposed changes.

5.  Should see contour of the land.

6.  Need county soil plan

7. Flood plain map

8.  US GS quad sheet will be included.

 

It was decided upon that the template map would not have to distinguish between a major or minor site evaluations.

 

 

 

Motion made to approve the mock map as presented by Dave, seconded, and passed unanimously.

 

 

 Paul presented his application for Minor/Major Site Plan Review  to the Board.

  Changes to be made will be in :

Ÿ           Exhibit 1 part J.

Ÿ           Exhibit 2 part h.

Paul will make the changes and present to the board at  the next available meeting.  

 

Ÿ         Paul had  Chapter 500, State of Maine’s definition of an impervious surface for formulating a town plan. It is stated for the state as follows:

          Impervious area.   The total area of a parcel that consists of buildings and associated constructed facilities or areas that will be covered with a low -permeability material, such s asphalt or concrete, and areas such as gravel roads and unpaved parking areas that will be compacted through design or use to  reduce their permeability.  Common impervious surfaces include, but are not limited to, rooftops, walkways, patios, driveways, parking lots or storage areas, concrete or asphalt paving, gravel roads, packed earthen materials, and macadam or other surface which similarly impede the natural infiltration of storm water.  A natural or man-made waterbody is not considered an impervious area, but is treated as an immediate runoff surface in a curve number calculations.  

Motion made to adopt this definition for the town  with changes to:

1. Deleting the words: walkways, patios, storage areas, packed earthen materials, and the entire last sentence: “natural or man-made waterbody is not considered an impervious surface, but is treated as an immediate runoff surface in a curve number calculations“.

Was made, seconded and passed unanimously.

This will be included on the  town warrants for voting upon.

 

Ÿ          Continued discussion on the Comp Plan, review of the town maps brought in by

        Peter, outlining the 5 zoning districts of Searsmont took place.

      

Ÿ             The Planning Board Made a Motion to change the wording and set a fee in Appendix E-Fee Schedule under the Site plan Review section, added to the  fees will be: Other impervious surfaces other than building footprint: $1.00 per 100 square feet. Also, for minor and major projects their will a added wording in the fee section: of floor area.
